The percentage is calculated based on the weight of the puppy at a particular age. Since each dog has different metabolism, this scheme is rather for reference.

If your dog is very active and goes for long walks you might consider the higher percentage. If, on the other hand, your dog lives in apartment and is not very active - then go for the lower percentage.
